Tropics In February?

Yeah this is crazy!!!  The National Hurricane Center is tracking a system off the coast of Cuba that is showing some tropical characteristics and may be able to form a closed surface low.

 
Conditions for tropical development are marginal with water temps off Cuba around 79°-80° and upper-level wind shear 20-25 knots… But it’s crazy that conditions are even marginal! Conditions should be way off marginal in February, but this has been a very warm winter.
 
Unless the wind shear backs off a bit it’s unlikely this storm becomes a depression or tropical storm. But there is about a 20% possibility this system can find a brief window of lower wind shear just long enough for some strengthening. Alberto anyone?
 
Whatever happens, this system will move northeast over the Florida Keys and bring rain and gusty wind to SE Florida before it heads out into the Atlantic.
 
Just one time there has been a tropical storm recorded in February. That was back in 1952. Ironically it was in the same exact spot as this disturbance and it tracked over SE Florida…
